CCUSA loan program funds affordable housing in Phoenix

    October 7, 2022

Alexandria, Va. — Housing for Hope, Inc., a wholly owned subsidiary of Catholic Charities Community Services, Inc., in Phoenix, has received a $750,000 loan through Catholic Charities USA’s (CCUSA) Affordable Housing Gap Loan Pilot Program. The funds will be used as a bridge loan to pay for predevelopment expenses on new affordable housing in the Uptown area of Phoenix.

“We are in unprecedented times in the market right now with inflation, labor shortages and supply chain issues driving up our costs,” said Steve Capobres, Executive Director of Housing for Hope. “Nonprofit developers like us can’t keep up with affordable housing demand without additional sources of capital, so CCUSA’s Gap Loan Program has been a godsend.”

Acacia Heights III is a 68-unit, family-oriented housing development that marks the third and final phase of Housing for Hope’s Acacia Heights project, which includes 212 units overall in the Uptown area of Phoenix. Catholic Charities Community Services, Inc., will provide case management and support services at no cost to residents, who will also have access to other resources, such as computer training, financial literacy, life skill development, job training and health and wellness services.

Part of a collaboration with Northern Trust, CCUSA’s three-year pilot program aims to narrow the gap in capital that Catholic Charities agencies need to complete an affordable housing development and better meet the needs of residents in the communities they serve.

Sister Donna Markham, president and CEO of Catholic Charities USA (CCUSA), submitted testimony for the record to the U.S. House Committee on Financial Services, Subcommittee on Housing, Community Development and Insurance about Catholic Charities’ service to people experiencing homelessness. Read the full document.

Sr. Markham’s testimony, based on the experience of CCUSA and its 167 Catholic Charities agencies across the country, recommended specific actions the federal government should take to reduce homelessness. The recommendations include more resources for street outreach and permanent supportive housing, a system for information sharing among providers for homeless clients, and a streamlined process for homeless individuals to access aid.

In 2020, Catholic Charities agencies helped almost 180,000 people access stable and affordable housing, provided homeless-related services to over 430,000 individuals, and operated over 37,000 units of permanent housing.

A major initiative of CCUSA is its Healthy Housing pilot that coordinates the work of Catholic Charities agencies and Catholic health services to reduce chronic homelessness. The goal is for clients to receive housing, case management and social services at or nearby the same location they receive primary care and behavioral health services. Alexandria, Va. (May 16, 2019) –  Catholic Charities leaders from Spokane, Washington, Detroit, Michigan, Las Vegas, Nevada, Portland, Oregon, and St. Louis, Missouri meet in Spokane with key leaders from healthcare, dioceses and foundations to plan implementation of bold Catholic Charities Healthy Housing Initiative.  Project financing, resource leveraging and local partner identification ensures the success of each of the five local projects.

The goals of the Initiative are: to decrease chronic homelessness by 20% in five US cities over five years through housing development and aggressive case management; decrease emergency readmission rates by at least 25%; and connect at least 35% of clients with primary care and behavioral health providers.

Spokane has already decreased chronic homelessness by 21% since 2017 and saved the local hospital $18 million annually.  Mission alignment is key to success as Catholic Charities, Catholic Healthcare and Catholic dioceses join forces to provide homes for some of the most vulnerable individuals and families in these cities.

Sister Donna Markham, President and CEO of Catholic Charities USA, stated, “For us to commit to this Initiative is to put the gospel into action as we reach out to our sisters and brothers who are so in need of a place to call home.”

CCUSA announces bold “Healthy Housing Initiative” to reduce homelessness

          February 11, 2019

Alexandria, Va. — Catholic Charities USA (CCUSA) has named five Catholic Charities agencies that will be initial participants in an ambitious Healthy Housing Initiative aimed at reducing chronic homelessness by 20 percent over five years in five US cities; decreasing hospital readmission rates for this population by at least 25 percent; and connecting 35 percent of newly housed persons with primary care and behavioral health services.

This multimillion dollar initiative is grounded in active collaboration with the arch/diocese, the Catholic Charities agency and the Catholic Health systems in the five cities. Additional partners comprising financial institutions, foundations and local and federal government are assisting in this effort. Initial sites identified are: Detroit, Michigan; Las Vegas, Nevada; Portland, Oregon; St. Louis, Missouri; and Spokane, Washington.

“Access to a safe and decent home is a moral imperative for promoting long-term family stability, health and economic opportunity,” said Sister Donna Markham OP, PhD, president and CEO of CCUSA. “Together with our partners, we know we can find the resources to ensure that chronically homeless persons and families have a home. It is wonderful that we, as a Catholic community, can come together to address such a critical national need.”
